Description: Satirical cartoon drawn for Isle of Man Times newspaper. Shows Isle of Man Government and Douglas Town Council wrestling with tortoise of ARP.

This cartoon appeared on 17 May 1941. The message is that the ARP (upon which the Chief Constable sits) is a tortoise. Both Isle of Man Government, and Douglas Council are attempting to get the tortoise to move, but are pulling in opposite directions.

The original Crazy Gang were a group of British entertainers, formed in the early 1930s. In the mature form the group's six men were Bud Flanagan, Chesney Allen, Jimmy Nervo, Teddy Knox, Charlie Naughton and Jimmy Gold. The group achieved considerable domestic popularity and were a favourite of the Royal Family, especially King George VI.
