This cartoon appeared on 22 November 1941. At the time, arrangements were being finalised for an all-Island ARP organisation, and the example of Blackpool was held up as one to follow. However Douglas Corporation was proving unwilling to co-operate with the new arrangement and the cartoon was a swipe by Dusty at the corporation. The newspaper reported the following week that a Douglas councillor had visited the Times office to complain about Dusty's cartoon and to make the point that Douglas as with boroughs in the UK had the right to make its own arrangements.
